According to Social Security trustees, the program will begin to pay out more in benefits that it collects in revenue in 2018, and by 2042 the Trust Fund will be broke. President Bush has proposed solving this problem by allowing younger workers to divert about a third of their Social Security tax into a fund that they could invest in the stock or bond market.
